There should be something that doesn't ruin the paper, or where they (rolls) don't roll all over the place. I had one big bag before, for all of it, but what a mess to store. How do you store yours?

I used to store rolls under the bed when I used a lot. Now that the kids are older I buy bags & just toss what paper I don't use.

Put it in a big hefty 30 gallon plastic bag, roll it up, duct tape it closed.

I store my rolls in a large plastic trash can. I keep it in a closet. I store "bags" and ribbon and tissue paper in a flat, under-the-bed storage container.

We have a rolling bin that stays in the back of a guest room closet, but any of the options shown would work.

If you have a cheap tall trash can (the plastic kind) or a tall box, put it in a corner and store the rolls upright. I keep mine this way in the back corner of the pantry. Can be back corner of a coat closet or even garage.
