CHICO's --- new policy on using their coupons!!!!

Yesterday I went to my local CHICO store and founds some great items in clearance. However, no longer can you use the $25 off $100 purchase for clearance items !!! Is this what the new owners think will increase sales ??? Used to be my favorite store.....
