Yes, I do - the shorter the length the flatter the shoe. I will wear heels with a dress/skirt that reaches my knees minimally.

i dont follow the strict "french rules"......i try shoes on with my outfit to see what looks the best.......and i never wear that high of a heel anymore. i wonder where all of the other styles fit in?......kitten, stacked, wedge, etc....

Well, I don't know about all French girls, but my French SIL (and her sisters & friends) do not follow that rule at all. They all have a great sense of style, and one is a former model.
This is clearly just a generalization. All American girls don't follow the same rules, and it's no different elsewhere in the world.

For me it all depends on how much walking I'll do and where I'll be. Flying it is always flats. For Sundays it's heels or high wedges with either a knee length skirt or pants. No real rules set in stone.
