Does anyone own A224829 - Denim & Co shrug?

I want to wear it over a top that has cap sleeves. I hate cap sleeves, but love the rest of the top. Is this shrug more for a sleeveless top or a cami? I also wasn't sure what size to order, I normally wear a size small in d & co, but it has to fit over a top. Any help would be great. Thanks!
