Does QVC still offer flat rate S/H with a BE order from the catalog?

It used to be that QVC offered a flat rate for S/H on Bare Escentuals when ordered from the BE catalog. Is that still the case? If so, I don't have a current catalog. And can anyone refresh me on the procedure for doing this?

I haven't received a catalogue in years, I doubt if they still print them. Everything has switched to online. Sign up for their emails, they come up with some dandy sales throughout the year.

I'm not sure I got any catalogs at all after the company was sold to Shiseido.
