How do you wear rain boots?

For those who have rain boots, do you wear them out just like you would normal boots, or do you just wear them outside around the house when it's rainy out? I never notice people wearing them when I'm out to dinner or shopping.

I want to get these, but I am trying to anticipate how much use I'll get out of them. Are rain boots terribly stiff and uncomfortable to wear all day?
