Question:HALO Pocket Power Universal Portable Cell Phone Charger

I know this is going to sound dumb, but I am not technical savvy. Do I charge this up on my computer first to load it with power? During the presentation they just said to plug it directly into the phone, etc. No where are there instructions as to how to charge this up first. I put it into my hard drive for a few hours until the light turned green. Is this correct?
